Its appropriate to blame conservatives and republicans as neoliberalism and deregulated "shareholding democracies" were their brainchild even if they didnt implement them. And it is the deregulation of the economy entirely and extension of credit to the vulnerable as a result which has lead the world into this mess. But you could rightly point out that the liberal parties in the western world such as new-labour and the democrats in america embraced this system when it seemed to be working.
