No it isnt legal. He has a few wacky options that could theoretically work (see TIME articles) but they are longshots. The best bet will be for both parties to realize that they are adults and cant always get what they want and come up with a compromise that makes the republicans happy with tax cuts especially to entitlements and makes democrats happy by raising taxes on the wealthy. Last time I checked, those "5 republicans" upheld the second Amendment, which the 4 liberals (2 of which shoved in by Obama) wanted to eliminate.
